This phrase refers to a person who has become involved, often unknowingly, in a fraudulent investment operation known as a Ponzi scheme. In such schemes, returns to earlier investors are paid using the capital of newer investors, rather than from profit earned by the operation. Eventually, the scheme collapses when there are not enough new investors to pay returns to earlier participants, resulting in financial losses for those caught in the scheme.
